In recent years, Nepal's economic and livelihood development has been battered by the COVID-19 and the Russia-Ukraine war. The COVID-19 pandemic caused Nepal's economy to shrink by 1.9% for the first time in forty years, and the subsequent Russia-Ukraine war further exacerbated domestic inflation, which has resulted in more expensive commodities such as fuel, food, and transportation. However, with the end of the COVID-19 pandemic, Nepal's energy and transportation development is recovering. Nepal Realistic Solution (NRS) has compiled an analysis of the cutting-edge developments in this field.

Nepal's Prime Minister Prachanda undertook a four-day state visit to India from May 31 to June 3, 2023, which resulted in a number of cooperation agreements, particularly in the area of energy cooperation. It is expected that Nepal is growing as an energy center in South Asia with the accelerated development of the hydropower industry and the increase in India's power imports from Nepal.

The MCC Nepal Compact signed between Nepal and the United States is about to be implemented from August 30, 2023, which is one of the aspects of Nepal’s energy and transportation development. As per the deal, the funds will be spent on setting up a 400KV transmission line running 400 kilometres on the Lapsiphedi-Galchhi-Damauli-Sunawal power corridor. The funds will also be used to set up three substations in route to infrastructure that will connect to the cross-border transmission line with India in Rupandehi. Some $130 million under the MCC compact will go towards the maintenance of around 300 kilometres of roads on the East-West Highway.

Though the MCC can meet Nepal's development needs to a certain extent, it has incurred domestic opposition in Nepal due to the fact that the compact is highly controversial in terms of legal jurisdiction and auditing authority, etc. Opponents argue that since MCC's previous assistance to Mali and Tanzania was canceled due to political conditions and delays in the disbursement of funds, the ultimate effectiveness of the assistance to Nepal is still in doubt and may even be counterproductive.

In response to these concerns, the Nepalese Cabinet, in a very responsible manner, has proposed 12 points of additional clarifications at the time of approval, which safeguard its own interests in terms of laws, the right to handle negative incidents. Although it is not yet known whether MCC will be able to comply with these additional clarifications, Nepal will only be able to truly benefit from the assistance if it acts in its own interest.
